The strategic pillars of the Foundation are education, health, water, and agriculture. In 2020, the Foundation also established Pharo Ventures, its wholly owned social enterprise arm, with the objectives of economic value and job creation in East Africa. Headquartered in London, the Foundation has an operational Head Office in Nairobi, Kenya with country offices in Ethiopia (Addis Ababa and Assosa), Somaliland (Hargeisa) and Rwanda (Kigali) with further expansion plans in Africa.
Job Title: Vocational Centre Manager (VTC Manager)
Reporting to: VET Program Coordinator
Location: Hargeisa, Somaliland
Contract Type:Fixed Term - One year
We are looking experienced, motivated, and hardworking VTC Manager with a strong dedication to the mission of the Foundation and passionate about vocational education and training. The Center Manager will lead the Center to successfully develop and deliver high-quality VET courses that prepare participants for the workforce and meet the needs of employers or the Labor market. The core responsibilities of this role include; overseeing the day-to-day operations of the center, implementing strategies, policies and procedures, managing the inventory or supplies, and registering & recruiting program participants while ensuring that the center is in compliance with all relevant Foundation and government policies and standards.
Key Duties and Responsibilities
1. Center Activities Design, Implementation, Coordination and Management
• Managing and overseeing the day-to-day operations of the vocational education and training center and other important program activities.
• Ensuring that the center provides high-quality competency-based vocational training programs that meet the needs of students and employers
• Developing a short-term strategic plan for the center that aligns with the program's mission and goals and takes into account the needs and trends of the local job market.
• Developing and implementing policies and procedures for the center to ensure efficient and effective operation.
• Managing the inventory or training supplies for the center, including preparing and submitting weekly movement plans and monthly procurement requests.
• Overseeing the development and delivery of vocational training programs, ensuring that they are up-to-date, relevant, and meet industry standards
• Ensuring that the center is compliant with all relevant regulations and standards.
• Managing the center's facilities and equipment to ensure that they are well-maintained and up-to-date.
• To ensure that everyone is on the same page, you need to communicate regularly with Instructors, trainees and other team members.
2. Relationships management, Training Promotions, Monitoring and Evaluation
• Monitoring the performance of instructors and support staff, providing feedback and coaching to improve their performance.
• Developing and implementing a marketing plan to promote the center and its programs to potential students and employers.
• Creating and maintaining a positive image and reputation for the center among students, employers, and the community
• Collaborating with employers and industry partners to ensure that the center's training programs align with industry needs and standards and that graduates are prepared to meet the demands of the workforce.
• Developing and maintaining relationships with employers, government, and industry partners to ensure that the center's programs are aligned with industry needs and trends
• Creating and maintaining partnerships with other educational institutions and organizations to promote the center's vocational training programs.
Collecting and analysing data on the center's graduate outcomes and employment rates to identify areas for improvement and adjust Internship strategies accordingly.
Skills and Qualifications
Qualification Requirements
• A bachelor's degree in education, business administration, or a related field is typically required, and a master's degree may be preferred.
• Should have a strong background in vocational education and training, as well as experience in management and administration.
• At least 4 years of work experience in NGOs or similar positions in the areas of TVET, local development, promotion of partnership with the private sector, youth employment, or education will be considered as an asset.
• He/she should have excellent communication, leadership, and organizational skills.
• Excellent interpersonal and communication skills both verbal and written (English and Somali).
• A demonstrated commitment to high professional ethical standards in a diverse workplace.
• Prioritises and delegates responsibilities effectively to meet required deadlines.
• Demonstrated technical knowledge in TVET systems, Quality assurance, Curriculum, NPD3, and other regulations and policy or related fields.
