JOB SUMMARY

Islamic Relief Worldwide (IRW) is an international humanitarian organization that provides development programs and humanitarian relief around the globe, regardless of race, political affiliation, gender, or beliefs.

Islamic Relief Somaliland (IRS) has been operating in Somaliland since 2010 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation, and strengthening of community cohesiveness and co-existence in areas work.

Islamic Relief Somaliland office is currently implementing Strengthening Community Resilience and Economic Empowerment Program (SHEEP) which is a two-year integrated project aimed at expanding and building upon the achievements of previous initiatives in targeted areas of Somaliland. The program recognizes the positive outcomes, resilience, and inspiration displayed by the local communities in these areas.

The primary objective of the program is to enhance agricultural productivity by rehabilitating agricultural service and delivery infrastructure across Somaliland. It also seeks to provide Technical, Vocational Education & Training (TVET) and skill training to vulnerable youth and widows in the region. The program places great importance on human resource development, particularly through vocational training. By equipping individuals with valuable skills, the program aims to alleviate poverty and create job opportunities.

Acknowledging the vital role of skilled manpower in improving the socio-economic condition of the region, the program emphasizes the importance of developing a skilled workforce. It recognizes that investing in vocational training and empowering individuals with practical skills is crucial for uplifting the community and enhancing their livelihoods.

 

Objective of Assignment TOR

The Strengthening Community Resilience and Economic Empowerment Program (SHEEP) aims to provide Technical and Vocational Education and Training (TVET) to 50 beneficiaries between the ages of 18 and 32. To promote gender equality, a 50% female quota will be allocated for the training. Islamic Relief Somaliland office intends to organize approximately 5 TVET classes, and the training courses will be conducted in the training halls of service providers located in Borama City.

After conducting an analysis of the local labor market and considering the preferences of the beneficiaries, Islamic Relief Somaliland has identified 5 potential options for the TVET classes. These options include:

§  Electricity

§  Plumbing

§  Aluminum work

§  Beauty salon

§  Tailoring

Islamic Relief Somaliland office is now inviting interested TVET institutes to provide a quotation for the delivery of the training courses with follow of below detailed plan.

 

Skills and Qualifications

Requirements for the selected TVET Center  

The training will take place in the service provider training halls in Borama. The selection of venues for the training will be done in consultation with the IRS team. The selected firm is required to deliver the classes and to provide all needed tools and machinery required for the practical exercises.

In addition, the following conditions should be respected:

·         Hire professional trainer for the Five kinds of training.

·         Each training should include both theoretical and practical exercises, tailored to preparing the beneficiaries for the application of the learning to their job.

·         To effectively establish a training plan for both theoretical and practical for students

·         Ensure reporting requirements are done in a timely manner including narrative and financial reporting and are reported in accordance with the IRS consultancy service

·         Monitor teacher performance including lesson preparation, and ensure appropriate corrective measures are implemented as deemed necessary.

·         A careful record of attendance should be kept and verified by IRS.

·         Ensure TVET courses curricula preparation in accordance with Somaliland vocational training standards.

·         The IRS team will follow the trend of the TVET training and continuously visit the training course, monitor the progress, and make suggestions to achieve the objective of the TVET training.

·         TVET Center will prepare the training report detailing the training proceedings as per the course outline and analysis of the pre- and post-training evaluations

·         Award certificates to all training participants who show a satisfactory level of course completion and proficiency.

·         Only TVET institutional centers can apply this training who has the capacity in experience, standard Somaliland TVET curriculum and where the practical sessions will be training to the right holders.

 

Roles and Responsibilities for the IRS

·         IRS will daily monitor and supervision the vocational skills training activities

·         IRS will provide start-up capital for the targeted people after completion of training.

 Duration of the Training:

The institution will quote the proposed time of completion in the proposal. It should not exceed more than 8 months.

Required skills, experience, and Qualifications:

The prospective training institute should meet the below requirement and submit them.

The TVET institute should meet the following requirements and submit the following documents:

  • Valid Registration Certificate: The institute must possess a valid registration certificate indicating its legal status and compliance with relevant regulations.
  • Relevant Work/TVET Experience: The institute should include relevant signed and stamped previous contracts from INGOs, UN, and other LNGOs.
  • Institute Profile: The institute should provide a comprehensive profile showcasing their resources, including facilities, equipment, and faculty. They should demonstrate a minimum of 5 years' experience in delivering similar TVET training, highlighting their capacity to effectively conduct the proposed training.
  • CVs of Technical Training Staff: The institute should submit the curriculum vitae (CVs) of the trainers responsible for delivering the training in different enterprises, such as Electricity, Plumbing, Aluminum work, Beauty salon AND Tailoring. These CVs should highlight the trainers' qualifications, expertise, and relevant experience.
  • Training Materials and Learning Space: The institute should possess the necessary training materials specific to each training/enterprise. Additionally, they should have adequate learning spaces that can accommodate the number of beneficiaries and provide a conducive environment for both class sessions and practical sessions.

The institution is expected to provide quality training services complemented with appropriate knowledge and skills relating to the subject which is a customized approach for this training. The training is expected to be more practical based on knowledge and skills. It will also be mainly a participatory training aimed at Somali medium as deemed necessary. Students will also be exposed to working environments to gain practical skills and experience in their respective courses

Right holder presence location and venue:

The right holders have been selected from Borama district in Awdal region and The Training is expected to commence in Borama, Somaliland.

Expression of interest

Interested vocational training institutions are requested to submit their details along with the following:

·         1. Work Plan and Technical Proposal: Provide a comprehensive work plan and technical proposal that outlines how the training will be conducted. The proposal should include details on the methodologies, teaching approaches, and training materials to be used. It should also address the specific requirements of each skill training and demonstrate an understanding of the target beneficiaries.

·         2. Budget Breakdown: Present a detailed budget breakdown that outlines all costs associated with each training. This should include the training cost per person per skill, taking into account expenses such as trainers' fees, materials, equipment, and administrative costs. The budget breakdown should also specify the timeframe for each skill training, indicating the duration of the training sessions and any additional costs related to training certificates. Additionally, any applicable government taxes or fees should be included in the budget breakdown.

·         Budget Breakdown: Present a detailed budget breakdown that outlines all costs associated with each training. This should include the training cost per person per skill, taking into account expenses such as trainers' fees, materials, equipment, and administrative costs. The budget breakdown should also specify the timeframe for each skill training, indicating the duration of the training sessions and any additional costs related to training certificates. Additionally, any applicable government taxes or fees should be included in the budget breakdown.

Payment modality

The payment for this TVET training will be divided into three installments.

  • The first installment, which is 30% of the total payment, will be released when the agreement is made, and the training is initiated by the selected TVET institution.
  • The second installment, also 30% of the total payment, will be released upon completion of 50% of the training (mid-term of the course). This release is subject to supervision, evaluation, and the mid-term report conducted by Islamic Relief while the TVET institute will be responsible for preparing the report.
  • The final installment, comprising 40% of the total payment, will be released upon completion of the entire training and submission of the final report. The report should include evidence of the graduation ceremony through photos and videos.
  • The payment covers all the necessary arrangements for the training, including the venue, training materials, teachers, and any other relevant aspects related to the TVET training.

Eligible applicants:

Participation in this call for a proposal is open to any vocational training provider institutions, which have the legal capacity to sign a contract, whose activity is directly related to the objective of the ToR, and which can prove the professional profile requested. The institutions should possess high-quality accreditation training manuals as per the demand of the local trade/labor market.
