TOR for  Exploring the economic potential of water

Job Location: Remote (collaboration with a Somaliland based team)

About the Role:

We are looking to recruit an experienced and highly motivated Lead Consultant to support a new study aimed at harnessing the economic potential of water resources in the Sool and Sanaag regions of Somaliland. Working in close coordination with Oxfam Somaliland team in Hargeisa, the Lead Consultant will remotely oversee data collection, analysis and reporting activities.

Objective

The primary objective of this TOR is to recruit a lead consultant whose core responsibility will be to develop and support Oxfam effort to conduct an assessment and unlock the economic potential of water in the Sool and Sanaag regions. He/she will lead desk review, tool preparation, orientation, data collection and analysis.

The consultant will collaborate with an in-country team and work remotely to guide and supervise the quality of data being collected.

Main Responsibilities:

  • Conduct a holistic desk review of existing literature pertaining to understanding the economic potential of water in other countries. This mapping economic water resource management in the Sool and Sanaag regions.
  • Design and develop effective data collection and assessment tools.
  • Provide online orientation and continuous guidance to the in-country team about data collection procedures, maintaining daily engagement to ensure data quality.
  • Analyze collected data to interpret the economic potential of improved water resource management in these regions.
  • Prepare a comprehensive assessment report, detailing the economic value of water across selected towns and regions. The report should also include the potential for revenue growth should water resources be optimally supplied to communities.
  • Develop a comprehensive business plan proposing strategies, actions, and required investments to unlock the full economic potential of water resources.
  • Develop a Draft Business Plan that proposes strategies, actions, and required investments to attract potential investors (government, private and others.

Work Plan:

Spanning an estimated total of 16 days, the lead consultant's timeline will comprise:

  • Desk review of existing literature - (3 days)
  • Formulation of data collection tools - (2 days)
  • Online orientation for the in-country team - (2 days)
  • Oversight and quality assurance of data collection - (3 days)
  • Analysis of procured data - (2 days)
  • Drafting of Water Resources Assessment Report - (2 days)
  • Formulation of Business Plan - (2 days)

Proposal:

Oxfam Novib would cover data collection costs, including enumerators, vehicles, and government engagements. Note that given the consultancy's remote nature, no transportation costs will be accounted for in this consultancy.

Proposal:

  • Provide a technical proposal detailing the work maximum 8 pages and the CV of the lead consultant.
  • Provide a financial proposal detailing the daily rates and capturing 6% consultancy taxes for normal firms/individuals and 12% for international firms/individuals.

 


Skills and Qualifications

Job Requirements:

  • Proven experience as a consultant or a similar role working on water resource management or economic development projects, preferably in a Horn of Africa context.
  • Previous experience in conducting and publishing willingness-to-pay studies.
  • High proficiency in data analysis using relevant software tools.
  • Proven ability to manage and lead remote teams.
  • Strong written and verbal communication skills; ability to convey complex concepts clearly and effectively.
  • Exceptional problem-solving skills and analytical thinking.
  • Experience in the development and implementation of data collection tools and processes.
  • Prior experience in preparing comprehensive assessment reports and business plans.
