TERMS OF REFERENCE FOR THE FINAL EVALUATION OF REDUCING ECONOMIC and ECOLOGICAL VULNERABILITY IN SOMALILAND (REEVs)

Period of Consultancy
30 working days starting from contracting date.

Responsibility for Logistics arrangements and Costs
The consultant will be responsible for organizing logistical issues with no facilitation from SCI as per the consultancy agreement.
Taxation Provisions
Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI Hargeisa Office
Travel requirements
Consultant will manage all travel costs
Security requirements
Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland
Skills and Qualifications
Qualification and Experience
Individual consultants and companies are eligible to apply this consultancy service. However, the applicant must have the following profiles.
The consultancy firm should have a proven record/prior work of final project evaluations with similar resilience building and economic development programs in similar contexts.
The lead consultant proposed for the evaluation must have master’s level of education in either of the following fields Development Studies, sociology, anthropology, Statistics, Natural Resources Management Agro-economics, Disaster Risk Reduction/Management and/or related fields.
The lead consultant and associated Key Personnel proposed for this evaluation must have at least 5 years of working experience in conducting assessments, evaluations, and monitoring projects in a fragile environment.
The lead consultant and associated Key Personnel proposed for this evaluation must have a deep understanding and knowledge of Monitoring, Evaluation, Accountability, Learning and Research.
The applying consultancy firm must have basic knowledge and experience in assessing the quality of Integrated programs in particular Water sanitation and hygiene, Natural Resources Management and Food security and livelihoods.
The consultant firm must have legal valid registration proving its existence and presence in Somalia/Somaliland

A technical proposal with a detailed response to the TOR, with specific focus on the scope of work, methodology and timelines.
Initial work plan and indication of availability
A financial proposal detailing the daily rate expected including accommodation, transportation, stationary, data collectors, research assistances and all other cost related to this assignment. (Operational and consultancy fees).
Company profile and a detailed curriculum vitae (CV) of the Lead Consultant and Key Personnel proposed for this assignment with contact details (the CVs should include at least three traceable references)
