Site Engineer for Hafir Dam Rehabilitation/Construction
1.0 Organisational Overview:
ActionAid International Somaliland (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somaliland for over 28 years, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them and ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.
2.0 Project Background
The project focus response is reaching households and communities with the highest levels of need – households headed by women, children, or ill or disabled adults, those who have lost significant assets and/or livestock, and families facing food insecurity at IPC level four or higher; classified as emergency or famine (see definition below). 1 United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), 2021 2 Integrated Food Insecurity Phase Classification (IPC) which provides information on the severity of food insecurity to decision-makers. The classification is between IPC 1 to IPC 5 which is (1) Minimal/None, (2) Stressed, (3) Crisis, (4) Emergency, (5) Catastrophe/Famine. 3.0 Rationale of the Vacancy
As part of the Albarado Project, ActionAid International is in the process of drafting the tender document for the rehabilitation of the Hafir Dam in Qoolbuulale village, Salahlay district. ActionAid International is looking to hire an engineer for a period of three months additional oversight and ensure the quality of work. The selected candidate will be 80% field-based responsible for inspecting the progress and quality of building materials and construction work at the Haffir dam site to ensure compliance with quality standards for used building materials, construction methods, health and safety requirements, and environmental and social risks mitigation measures.
4.0 Tasks and Outputs
The tasks of the site engineer involve but are not limited to the following:
Supervise the setting out and levelling of the site before and during the rehabilitation and construction activities.
Ensure the subcontractor is implementing the required specifications and contractual requirements. Ensure the exact materials required are used and the laborers are using PPE all the time during their
stay on the activity site.
Ensure that all materials used, and work performed are as per specifications and requirements.
Oversee the selection and requisition of materials and equipment to be used for the Rehabilitation and Construction activities as well as the solar System Installation
Document and report immediately on any planned changes in the work by the contractor, before any changes are affected.
Conduct daily site supervision and regular inspections at critical phases of the project.
Oversee quality control, health, and safety matters on site by following and enforcing standards and procedures and complying with legal regulations under subcontract documents and specifications.
Document and maintain timely reporting on all issues of the construction (including volume of work done) in the site register daily.
Support the resolution of any unexpected technical difficulties and other problems that may arise with close coordination with the Engineering Department
Prepare weekly reports as required while closely liaising with the Engineering Department
Coordinate with different levels of stakeholders: community, Rural Municipalities/ Municipalities and District Coordination Committee.
Monitor compliance with occupational health standards by organizing materials, ensuring sites are safe, clean, and using personal protection equipment.
Provide technical support to the Foreman/ subcontractors for site verification.
Closely monitor, observe, as well as supervise the construction of civil works, excavations of the main dam and construction of silt trap.
Continuously monitor, observe, as well as supervise the installation of the geo-membrane lining system on the earth dam.
Photograph and record completed works before District authorities provide approval certificate for payment. Take pictures and collating these in digital formats for the records and duly maintain an electronic library of photos of the progress of the works.
Constantly monitor and assure the quality and workmanship of all construction works at the site and keep proper record of all quality assurance related documentation.
Provide weekly and monthly reporting on the progress of the Hafir Dam Rehabilitation.
Provide progress updates of the corrections and improvement of the quality of the constructions. Participate in both physical and online meetings to review the progress and challenges of the
constriction sites.
Final report including assessment of overall quality of work carried out and risk mitigation measures implemented to ensure the good rehabilitation quality.
Skills and Qualifications
Degree in civil/water engineering or similar related to the assigned tasks.
3- 5 years of post-university experience in the construction or the building sector. 3 years of site experience/construction supervisor.
Solid experience in supervising the construction of water infrastructures, particularly geomembrane bedding.
Knowledge of reading and interpreting technical drawings and work plans.
Excellent understanding of Civil Works, Electrical and Mechanical Works, Solar Systems and Environmental Monitoring
Ability to use Word, Excel, and PowerPoint
Overall Professionalism, Integrity, Enthusiasm & Commitment. Good problem-solving skills.
Ability to apply good judgment in the context of assignments given. Able to work efficiently with minimal direction.
Remains calm, in control and good-humoured even under pressure. Demonstrates integrity.
Good interpersonal skills and ability to establish and maintain effective and working relationships.
