1.       BACKGROUND

The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards t Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland. The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.

The Ministry of Education and Science intends to hire a consultant (Social safeguards specialist) to work closely with the various implementing entities and project implementation unit for project related social safeguards activities.

  1. Responsibilities: The social safeguards Specialist will monitor the contractors’ compliance with social, and gender aspects of the project, ensure inclusive and genuine stakeholder engagement and development of a project wide grievance redress mechanism (GRM) that is accessible to all communities, workers, and stakeholder, the social safeguards specialist will update and seek clearance of the social instruments as necessary, and ensure that ESMPs (C-ESMPs) and summary social safeguards reports are developed according to WB guidance, consulted upon, and cleared by the World Bank before any activities take place. The social safeguards specialist will review and monitor the performance of the project on social risk management and ensure necessary follow-up actions to ensure compliance. The social safeguards specialist will supervise and monitor project to ensure compliance with the applicable World Bank ESS requirements on a regular basis, he/she will develop the structures and oversee the functioning of a grievance redress mechanism for the project and ensure that it is accessible to all stakeholders including community members served by the projects especially disadvantaged groups and act as the grievance focal point for the project. Skills and Qualifications

  1. Selection Criteria: Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
  • Bachelor’s degree in Sociology, Anthropology, Community Development or relevant social science fields, master’s degree will be an added advantage.
  • 5-6 years of progressive experience in social risk management, or community development work.
  • Fluency in oral and written Somali and English
  • Experience in World Bank’s social safeguard policies (OP 4.12 and OP 4.10) and/or the ESF is an added advantage.
  • Ready to work in development work in remote areas is a must.
  • Knowledge of Social issues and conditions for social risks related to education development projects is an added advantage.
  • Understanding of Somaliland’s unique context
  • Readiness to work in multi-cultural and fast – paced environment meeting tight deadlines.
  • Reputable person with good ethical and moral character.
  1. REPORTING

The social safeguards specialist will report to the PIU Project coordinator that he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SEHCD project.

  1. Duration of Assignment:

The social safeguards specialist shall be contracted for an initial one-year period.

The Ministry of Education and Science now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
