- Background
The MoHD is implementing Damal Caafimaad Project financed by the world bank. The project development object is to expand and contribute to delivering the Essential Package of Health Services (EPHS 2023). The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in the project target region(s) within available resources and service delivery capacity. Also, the project aims to develop the capacity of the district, regional and National offices of the MoHD to act as stewards of the health sector.
The Damal Caafimaad Project, funded by the World Bank, has three key components:
- Expanding the coverage of a prioritised EPHS in selected geographic areas.
- Strengthening the Government’s stewardship to enhance service delivery.
- Project Management, M&E, Knowledge Management, and Learning.
Therefore, the Ministry of Health Development (MoHD) of the Government of Somaliland (GoSL) invites suitably qualified individuals to apply for the position of PIU Senior Project Coordinator (PIU-SPC) with the Improving Healthcare Services in Somaliland (“Damal Caafimaad”) Project funded by the World Bank and the GoSL. The PIU-SPC position will be a full-time contracted staff position. The PIU Project Coordinator will lead the PIU and be responsible for overall project coordination, implementation, day-to-day management, and oversight.
- Roles and Responsibilities
The PIU Project Coordinator will lead the PIU and be responsible for overall project coordination, implementation, day-to-day management, and oversight. The PIU Project Coordinator will plan and monitor project implementation and ensure that the project's work is aligned with other activities implemented by the MoHD. In carrying out the duties of the post, the PIU Project Coordinator will liaise closely with the relevant internal and external stakeholders and ensure that project activities are executed per the GoSL and World Bank requirements. Skills and Qualifications
- Selection Criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:
The PIU Project Coordinator will possess the following qualifications:
- Master Degree in public health, Public Administration, Development Studies, Public Policy and Management or related areas.
- Minimum of ten (10) years of project management experience, preferably in a capacity with high-level oversight and working with projects financed by the World Bank and or other international donors/partners.
- Minimum of five (5) years of experience working cross-sectorally with Ministries at the highest levels of Government.
- Experience collaborating with development partners and NGOs is required.
- Proven record and knowledge of project/ program planning, coordination, and implementation, and good analytical capacity
- Excellent written and oral communication in Somali and English and interpersonal skills, including building consensus and good judgment in dealing with sensitive issues.
- Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, PowerPoint)
- Excellent staff management skills with the ability to effectively delegate responsibilities, manage timeliness and quality of tasks, ensure transparency and accountability, and maintain a collegial environment
- Proven ability to promote and contribute to a collaborative team environment and build trust among colleagues
- Ability to effectively work with colleagues at different levels (from junior to the most senior levels) to focus on project objectives with transparency and adherence to GoSL and World Bank procedures and policies.
- Excellent diplomacy and negotiation skills with the ability to handle complex situations
- Excellent interpersonal skills with the ability to handle conflict constructively, tactfully, and positively.
- Strong prioritization skills with the ability to balance competing priorities and lead teams to balance competing work demand effectively.
- Proven ability to deliver results in complex and challenging environments; experience working in Somaliland and other fragile and conflict-affected situations an asset.
- Proven ability to articulate technical information clearly and effectively to technical and non-technical audiences.
- This position is open for national and international.
- TIMING Duration of Assignment:
The PIU-Senior Project Coordination will be engaged on full-time and is expected to be engaged for an initial period of 12 months, with a probation period of 6 months. The contract may be renewable annually subject to satisfactory performance. Terms of Reference and a detailed work plan with agreed targets will be used to evaluate performance. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
- REPORTING
The PIU Project Coordinator will report to the Director of General of the MoHD and the Project Steering Committee, which will be formed and organized by the MoHD to oversee the project’s progress towards the Project Development Objectives. The Project Steering Committee will meet quarterly throughout the project period and be chaired by the Minister of MoHD.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
