1.       BACKGROUND

The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards t Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland. The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.

The Ministry of Education and Science intends to hire a consultant (Project Coordinator) to work closely with the various implementing entities and project management unit for overall coordination of project activities in Somaliland.

  1. Responsibilities:

The project coordinator will oversee the day-to-day implementation of the project activities and closely work with all stakeholders including the relevant directors of MoES, the Minister and Director General of the Ministry, the project coordinator will provide effective leadership to the PIU in Somaliland and Manage PIU personnel in line with the Project Operations Manual policies and guidelines. He/she will lead the timely preparation and approval of project annual work plan and budgets (AWPBs) and associated procurement plans for the project and ensure effective utilization of the project funds and other resources in accordance to the AWPB and procurement plan through supervision and regular monitoring of project activities. The project coordinator will ensure compliance of the project to all World Bank guidelines including fiduciary (procurement and financial management), environmental and social safeguards policies, She/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following https://moe.govsomaliland.org or can be provided upon submission of application (in person or by E-mail) provided below.

 

 

Skills and Qualifications

  1. Selection Criteria: Selection will be based on the qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
  • BA in Education related areas, Education Policy, Public Administration, Education Policy and Planning, Economics, or other relevant social sciences.
  • At least 7 years of work experience, preferably in all levels of the education sector, in the areas of education policy development, capacity building, coordination, development in education, etc.
  • Master’s degree will be an added advantage.
  • Experience and knowledge in Somaliland education systems and reform.
  • Prior experience working with the Government is highly preferable, experience in working with international development partners and other non-state education providers is an added advantage.
  • Experience in working in a hardship environment.
  • Prior experience in working with the World Bank projects is highly preferred.
  • Knowledge of Word Bank Operations in Somaliland will be considered a plus.
  • Fluency in English and Somali.
  • Strong writing and organizational skills in English, team player, and effective action oriented.
  • Ability to travel to the field.
  1. REPORTING

The project coordinator will report to the Director General that he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SEHCD project.

  1. Duration of Assignment:

The Project coordinator shall be contracted for an initial one-year period.

The Ministry of Education and Science now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
