  1. Background

The MoHD is implementing Damal Caafimaad Project financed by the world bank. The project development object is to expand and contribute to delivering the Essential Package of Health Services (EPHS 2023). The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in the project target region(s) within available resources and service delivery capacity. Also, the project aims to develop the capacity of the district, regional and National offices of the MoHD to act as stewards of the health sector.

The Damal Caafimaad Project, funded by the World Bank, has three key components:

  • Expanding the coverage of a prioritized EPHS in selected geographic areas.
  • Strengthening the Government’s stewardship to enhance service delivery.
  • Project Management, M&E, Knowledge Management, and Learning.

Therefore, the Ministry of Health Development (MoHD) of the Government of Somaliland (GoSL) invites suitably qualified individuals to apply for the position of PIU Procurement Specialist (PIU-PS) with the Improving Healthcare Services in Somaliland (“Damal Caafimaad”) Project funded by the World Bank and the GoSL. The PIU-PS position will be a full-time contracted staff position. The PIU-PS will procure goods, works and services according to the World Bank Procurement Regulations and be carried out centrally by the EAFS at the regional and national Ministry of health development level.

  1. Roles and Responsibilities

The PIU-PS will procure goods, works and services according to the World Bank Procurement Regulations and be carried out ‘centrally by the EAFS at the regional and national Ministry of health development level. PIU-PS will prepare procurement plans, Bidding Documents, adverts, Request for Quotations; procedures in issuing BDs, procedures in shortlisting suppliers for invitations for quotations, receipt of bids/quotations, the opening of bids/quotations, evaluation of bids/quotations, preparation of evaluation reports and draft contract agreements. PIU-PS will also provide contract management oversight for Goods, Works, and Consultancy Services Contracts, especially in monitoring contract execution, ensuring timely delivery of goods, works and consultants reports and other deliverables and ensuring compliance to contract provisions by all contracting parties. Skills and Qualifications

  1. Selection Criteria: The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:

The PIU-PS will possess the following qualifications:

  • Minimum bachelor’s degree relevant discipline in Procurement Supply Chain Management, Business, Finance, Accounting, Law or equivalent. A master’s degree in a relevant subject is preferred.
  • Professional qualification (final) examination of the Charted Institute of Purchasing and Supply or equivalent is an added advantage.
  • A minimum of at least 7 years of relevant experience, including broad expertise in the management of procurement in the public sector or private sector.
  • Minimum of at least 3 years of experience in implementing procurement actions according to international organizations’ guidelines, such as the World Bank, African Development Bank, the United Nations etc., for procurement of goods, services, and works.
  • Experience of working in an environment like that of Somaliland..
  • Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
  • High-level interpersonal and relationship-building skills.
  • Written and spoken fluency in English required.
  1. TIMING Duration of Assignment:

The PIU-PS will be engaged on full-time and is expected to be engaged for an initial period of 12 months, with a probation period of 6 months. The contract may be renewable annually subject to satisfactory performance. Terms of Reference and a detailed work plan with agreed targets will be used to evaluate performance. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

  1. REPORTING

This position will report to the PIU Senior Health Programme Coordinator and closely work with the Director of Admin and Finance and Head of Procurement Section on strengthening stewardship capacity in procurement, including but not limited to developing procurement plans, policies and procedures and other required documents, tools and guidelines, and other activities.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
