Terms of Reference (TOR) for prequalified enumerators - Somaliland and southwest state.

Plan international has opened an office in Somalia/Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise

Objective

The overall objective of the enumerators is to carry out a rapid assessment, Post-Distribution and Monitoring (PDM), baseline and data collection for various program areas and assessments, including health, nutrition, WASH, livelihoods, education and child protection in Somaliland and Southwest State. In line with these Terms of Reference (TOR), Plan International will hire skilled local enumerators, also known as data collectors, who will be responsible for conducting both quantitative and qualitative data collection with high quality measures

Duties and Responsibilities

·                  Attend training conducted by MERL team

·                  Conduct qualitative interviews with government officials, health professionals, health providers, community health workers

·                  Collect data through structured interviews and in-depth interviews with the sampled clients and service providers using a pre- developed questionnaires and interview guides.

·                  Conduct interviews, observations, and surveys as per the provided guidelines and tools.

·                   Ensure accuracy and completeness of collected data.

·                  Respect confidentiality and ensure the privacy of respondents during data collection.

·                  Report any issues or challenges encountered during data collection to the designated supervisor.

·                  Review completed forms for accuracy, completeness, and consistency immediately following data collection.

·                  Ensure data quality and sampling protocols by accurately completing data collection and following up at each site on incomplete data collection/missing respondents. For supervisors, conduct back checking of completed questionnaires and revisit participants to ensure accuracy of data collection.

·                  Conduct the field work data collection

·                  Travel to fields in the regions to collect data

·                  Ensure data quality

·                  Transcription of qualitative audios into word document

·                  Proof reading the transcriptions

Deliverables:

·                  Completed interviews, observations, and surveys using the provided data collection tools

·                  Clearly recorded audios from the qualitative interviews and FGDs

·                  Clear and well written transcriptions with all the details.

·                  Accurate and well-documented data collection forms.

Reporting

The data collectors will report to area MERL focal persons Somaliland and southwest state


Skills and Qualifications
Skills and Qualification

·                  Experience in undertaking field research work using participatory approaches in different towns in the Somaliland and southwest state

·                  Experience in undertaking both qualitative and quantitative research

·                  Willing to travel across regions of Somalia and collect data

·                  Excellent knowledge of English and Somali (Essential).

·                  Good team player

·                  Experience and knowledge on mobile data collection (ODK) or kobocollect

·                  Fluent Somali language (both maay iyo maxaatiri) is utmost importance for enurmerators based in SouthWest State of Somalia.

 Timeline and engagement

The selected enumerators will be engaged from October 2023 to September 2025. The assignment contract is need-based and will be paid daily on the satisfaction of activities carried out.
