IntroductionThe National Gender Policy stands as a cornerstone within the framework of public policies, embodying the nation's commitment to fostering gender equality and upholding women's rights across various spheres of society. Since its inception in 2009 and subsequent approval in 2011, the policy has served as a guiding beacon, delineating eight pivotal thematic areas of operation aimed at addressing gender disparities and promoting inclusivity within Somaliland's social, political, and economic landscape.
Over the years, the National Gender Policy has been bolstered by Implementation Action Plans, designed to translate its principles into tangible actions and initiatives. While these plans have undergone periodic reviews and updates, the policy itself has remained static, necessitating a comprehensive review to ensure its continued effectiveness and relevance in light of evolving societal dynamics.
In recognition of the imperative to adapt and refine the policy framework to better address contemporary challenges, the collaboration between MESAF and UNFPA presents a unique opportunity to undertake a thorough review and update of the National Gender Policy. This collaborative effort seeks to align the policy with the current contextual realities and operational exigencies within Somaliland, thereby fortifying its efficacy and responsiveness to the needs of the populace.
As the Lead Consultant tasked with spearheading this critical endeavor, it is incumbent upon us to navigate the complexities of gender dynamics, policy intricacies, and stakeholder engagement processes with utmost diligence and acumen. Through meticulous analysis, stakeholder consultations, and strategic foresight, we endeavor to craft a revised National Gender Policy that not only reflects international best practices but also resonates deeply with the aspirations and realities of Somaliland's diverse population.
Roles and Responsibilities of Lead Consultant
1. Strategically plan and organize the Review Mission of the National Gender Policy, outlining clear objectives, methodologies, and timelines in alignment with the overarching goals of the initiative.
2. Assume leadership responsibilities during the review mission, providing guidance, direction, and oversight to ensure the effective execution of activities across all regions of Somaliland.
3. Offer substantive support to facilitators and organizers involved in conducting review activities in various regions, fostering a conducive environment for meaningful dialogue, data collection, and analysis.
4. Provide comprehensive briefings to MESAF leadership, elucidating the process, progress, and key findings of the National Gender Policy review initiative, thereby ensuring stakeholder engagement and informed decision-making.
5. Consolidate and synthesize the outcomes of the National Gender Policy review mission into a coherent and insightful report, highlighting key observations, recommendations, and actionable insights to inform policy formulation and implementation efforts moving forward.
Qualifications, experience and competencies
University Degree in relevant fields. Social work is preferred.
At least 3 years of progressively professional experience in the sector.
Knowledge of Somali context. - Experience in working with survivors of GBV in humanitarian context
Able to establish and maintain effective and meaningful working relations with different stakeholders.
Excellent spoken and written English with ability to write relevant documents and reports.
Proven ability to work in team.
Excellent communication skills.
Innovative thinking and adaptability.
Availability to travel to the regions
