The selected candidate will be reporting Hierarchically to Project Medical Referent and Functionally to Project Medical Referent / Medical Coordinator

Main Purpose:

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

Accountabilities

Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.

Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service

Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.

Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)

Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary

Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required

Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

Specific Responsibilities and Tasks:

  1. General Knowledge of MSF and Safety at work

o Co-operation with the colleagues of own and other departments

o Is aware of activities of other departments and respect specific rules and procedures o Respect the dignity of patients, caretakers and colleagues.

  • Ensure all staff supervised by him/her complies with the health and safety rules / instructions of the supervisor for wearing protective gears (if/where) related to the job for the sites.
  • Respect medical ethics at all times.Ensures that all medical employees promote and maintain confidentiality regarding all patient cases and records.
  1. General

o Liaise and work in close relationship with the Project Medical Referent.

o Contribute to the MSF identity, values and principles by reflecting, discussing and contributing to the advocacy mandate.

o To ensure MSF guidelines are followed in the management of patients

o To contribute to efforts in improving the quality of medical delivery in the hospital

o Ensure in collaboration with the designated MSF medical expats that medical care, stock and statistics management in the project hospital meets MSF standards.

o Assist in medical coordination activities concerning Epidemic Response.

o Collaborate with designated support staff, in Capital to ensure that problems are identified, discussed and resolved in a satisfactory manner that does not compromise the quality and provision of free care.

  1. Medical activities management

o Participates in the definition of the project annual planning and its implementation in collaboration with the Project Medical Referent and the project team..

o Reinforces skills of all nursing and medical employees by identifying training needs, participating/facilitating in the medical training (CME and/or Job training) in collaboration with the designated support team.

o Regularly conduct case review sessions with the medical team ; morbidity & mortality audit , share the summary of the findings with the project medical referent.

o To ensure that all members of the medical team follow hygiene standards and Universal Precautions. Report to the Project Medical referent if needed..

o Monitors the quality of medical activities in all medical departments

o To work with all the medical staff on the wards to ensure the proper recording consumptions of drugs and materials in collaboration with the Unit Supervisor.

o Ensures and monitors that MSF protocols are followed in all activities run within the program in collaboration with the Unit supervisor

o Ensures appropriate storage of all drugs and supplies in the Ward Stock in ER, IPD, TFC and Dispensary. o Monitor drug consumption and supervise the weekly preparation of Drug Orders to the Pharmacy stock.

  • To assist the Project Medical Referent in ensuring minimum staff levels in all wards in case of sick leave and other absences in collaboration with the Unit Supervisor and the Admin team in the field
  • Ensures that all patients in wards are monitored correctly and report to the Project medical referent in case of important issue in collaboration with the medical doctor.
  • Ensures implementation of follow up tools after training in Nairobi and others places.
  • Ensures that dressing, sterilization and injection are done properly in collaboration with the unit supervisor.
  • Ensures appropriate follow up of Extended Program on Immunisation (EPI) activities.
  • Ensures that policy and procedures in case of accidental blood exposure are well known and followed up.
  • Ensure that the patient education is done properly and continuously
  • Liaise with the Project Medical Referent (PMR) for all the referral to other structure for case discussion and approval in collaboration with the medical doctor.
  • Implement and coordinate the tele-medicine/TM activities for the project team in the Sool regional hospital, with the support of PMR/Medical Coordinator.
  1. Data Collection and Reporting
  • Ensure all departments are issued with all the necessary forms for management of patients, collections of statistics and daily consumptions.
  • Ensure daily collection of morbidity/mortality figures and send to the Project medical referent (PMR). o Participates in the reports according to guidelines (weekly sitrep, medical statistical reports, etc..)

o Participates in the epidemiological reports related to health facilities in the project area.

  • Reports directly to the line manager of any problems that might be linked to work of nursing and medical employees as well as problematic equipment or material (for instance broken, missing…)
  1. Communication
  • To assist in organizing Medical Supervisor meetings, taking its minutes and share the minute with the /Deputy PC and the Project Medical Referent.
  • Organises and participates in meetings in health facility with all Medical employees according to schedule.

o Follow up on any action points that were pending from the above meeting.

  1. Team Management
  • Effectively and efficiently manage the department supervisor (based on their respective Job Description) for each of the departments in the project hospital/facility, according to MSF Policies and Values
    • Ensures that regular evaluations of all medical employees in the project are properly done.
  • Ensures that medical team duty roster is done on monthly basis and sent to Project Medical Referent.
  • Reports any issues related to disciplinary to the Deputy PC and the Project Medical Referent.
  • Promotes communication and active participation of all medical employees in the project and promotes MSF values.
  • Facilitates and ensure the transfer of information from one duty team to another.
  1. Emergencies
  • Have a continues monitoring of the diseases with potential out break and in case of any abnormal increase of this potential morbidities inform the Project Medical Referent..
  • Participates in emergency activity or exploratory visit in or out the MSF area of work, leading medical activities or assessment.

8-    Equipment and Pharmacy

  • Ensures that no material is taken out of nursing and medical area and wards without prior

authorisation.

  • Ensures that inventories of all material and equipment used are properly updated. o In charge of the project library

o Will be involve in the prescription analysis according to the schedule (randomly on a weekly basis) o Help to analyse the daily order and consumption from the inpatient department

o  Ensure that the daily order is send to the Project Medical Referent.

o  Support total supplies analysis on monthly basis with the help of pharmacy supervisor

9-  Additional Tasks:

  • Is expected to conduct rapid field assessment for any emergency (clash response, disease outbreak etc.).
  • Is expected be detached to other projects in case of major EPP scenarios. o Is primary responsible for all National staff health in the project
