Government Liaisons & Security Assistant

Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

Role Context

Ensuring Staffs safety and security is guaranteed while in Oxfam compounds.

  • Getting updates from the deployed private security guards on the status of the compounds.
  • Making regular visits to the Somaliland compounds and checking on the security equipment's such as fire extinguisher, alarms, radios, security lights.
  • By consulting the wardens of the different Oxfam compounds
  • Ensuring that the private security guards are supervised by their supervisor in accordance to the SOP and report to you on any observation.
  • Dealing with the external contacts on daily basis to enquire on the security situations.
  • Attend to issues surrounding the access control within our compounds
  • Obtaining approvals from the local authorities on movement with communications equipment as per the request.
  • By acting as a link and making contacts and follow ups on issues affecting Oxfam locally
  • Coordinating and working closely with other departments on issues related to security within Oxfam compounds e.g Admin, Logistics, Finance.
  • Ensuring that staff are protected from loss of items or physical harm within the compound
  • Facilitating the rapid link between the government and Oxfam
  • By getting updates from the deployed private security guards on the status of the compounds.
  • Making regular visits to the compounds and checking on the security equipment such as fire extinguishers, alarms, radios, security lights.
  • By consulting the wardens of the different Oxfam compounds
  • Ensuring that the private security guards are supervised by their supervisor in accordance to the SOP and report to me on any observation.

Visas, work and Residency Permits

  • Resolve basic problems with radio communications equipment
  • Performs various related duties as relates to radio operator task or any other task as may be assigned.
  • Support in processing of entry Visa/Residence/work Permits/Exit re-entties/travel permit for international visitors and staff
  • Support that all normal legal requirements such as visas, work permits, in country are completed on time according to the law and represent GLSM in all legal requirements/processes and represent Oxfam with government offices
  • Support to obtain the required Government approvals in advance to allow Oxfam operations implemented smoothly
  • Manage the admin filling system ensuring all paperwork for all processes including copies of visas, work and residence permits, government approvals are kept in proper order
  • Contacting the security briefing to staffs on weekly updates as well orienting the new arrivals or visitors on the security context of the country.
  • Familiarizing new visitors on legal documentation process how foreigners to reside officially in the country as per constitutions.
  • Introducing Visitors to current curfew time and establishing their contact with radio room for any necessary support may need by them.

 

Skills and Qualifications

 

Skills & Competencies:

  • Business Management Bachelor degree or equivalent qualification from a recognized and accredited institution of higher learning
  • Proven skills and experience in SFP, Liaision or similar role with at least 2 years’ experience in the role.
  • Good written/oral communication and listening skills, with good written and spoken English
  • Excellent computer skills (MS-Word, MS-Excel, MS-PowerPoint, Internet, E-mail).
  • Basic technical skills/knowledge in radio, electronic or electrical
  • A highly confidential approach to handling sensitive data and issues.
  • High level of tact and diplomacy and the ability to use appropriate styles and methods of communication to ensure a professional yet personal customer service
  • Ability to work well with others in a multicultural set-up (working effectively with others) and (following and supporting others) –
  • Some knowledge of the physical geography of the operational areas and/or country of operation.
  • Ability to observe situations objectively and to report and record them clearly and completely.
