1.       BACKGROUND

The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards t Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland. The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.

The Ministry of Education and Science intends to hire a consultant (Financial Management Specialist) to work closely with the various implementing entities and project implementation unit for project related financial activities.

  1. Responsibilities: The FM Specialist will manage and oversee the day-to-day implementation of the project financial activities and closely work with PIU project coordinator,The FM specialist will Carry out periodic financial management capacity building and trainings for the implementing MDAs, maintain all accounting records in line with approved accounting standards and in line with the World Bank’s and Government’s regulations, and Develop a capacity development and training plan. He/she will render periodic reports, (i.e. monthly/quarterly/annually) in the formats approved by the World Bank and in line with the project documents and financing agreement. The FM specialist will ensure that disbursements are made in accordance with approved annual budgets and work plans together with the Project management. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following https://moe.govsomaliland.org/ or can be provided upon submission of application (in person or by E-mail) provided below.  
 

Skills and Qualifications

  1. Selection Criteria: Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
  • Degree in accounting, finance, statistics, or business administration (accounting).
  • Having a professional qualification from an accredited institution is desirable.
  • At least 7 years of experience in accounting, financial management or other relevant experience.
  • Preferably at least 3 years of post-qualification experience in financial management directly relevant to public sector and/or international development organization.
  • Experience of project financial management in a developing country; experience in a fragile state is preferable.
  • Excellent written and oral communication skills in English, to deliver technical financial documents, and reports; candidates familiar with Somali language will have an added advantage.
  • Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required, working experience of IFMIS will be an added advantage.
  • Ability to travel to the field.
  1. REPORTING

The FM Specialist will report to the PIU project coordinator he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SEHCD project.

  1. Duration of Assignment:

The FM Specialist shall be contracted for an initial one-year period.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
