JOB TITLE: Database Officer
LOCATION: Hargeisa
REPORTING TO: Programme Officer
MAIN DESCRIPTION
The Database Officer is responsible for assisting in the development, management, and maintenance of The HALO Trust Somaliland’s organisational databases. The Database Officer will create and implement standardised database management procedures and oversee the security and upgrading of the databases, under instruction from the Global IM team. This position will require a high standard of knowledge of database architecture and will provide technical expertise on developing database queries to support the programme with reporting and analysis.
JOB DESCRIPTION
The Database Officer is responsible for:
- Manage and develop Database Management Systems
- Create, migrate, and maintain database objects such as tables and views in a PostgreSQL database.
- Quality control of operational data, highlighting errors to the Data and GIS Manager
- Develop tools to help programme check and QA data more effectively.
- Prepare statistical reports using queries and views as directed.
- Conduct statistical/data analysis as directed by management.
- Monitor the location's data collection from the field to the office in Survey123 App
- Develop BI tools and dashboards to display achievements of programme using MS PowerBI
- Help to resolve clerical errors from teams in the field to ensure accurate data entry.
- Overall responsibility for management of physical archive in Hargeisa
Skills and Qualifications
- Bachelor’s degree in computer science, Information Systems, GIS or related discipline. Lower level of education with relevant experience may be considered.
- Experience managing large relational databases (e.g. PostgreSQL, SQL Server, Oracle, MySQL, MS Access etc)
- Advanced SQL database querying skills
- Understanding of Database architecture and design
- Minimum of 5 years relevant work experience relevant to databases
- Spoken and written English
- IM, ICT or data management experience within INGO or commercial sector
- Excellent interpersonal and analytical skills with meticulous attention to detail
- Ability to work effectively in a team in a culturally diverse environment.
- Ability to work well under stress and in a fast-paced environment.
- Strong communication skills
- Excellent time management skills and ability to multi-task and prioritize work.
- Strong organizational, planning, and problem-solving skills.

REQUIREMENTS – OPTIONAL
- Experience in info-graphics, BI tools and dashboards design and development
- Development of web front ends (e.g. PHP etc)
- Experience with large data migrations, helper tools and scripts
- Understanding of GIS mapping (ArcMap, ArcGIS Pro, ArcGIS Enterprise, etc.) and spatial data types
- Understanding of mobile data collection tools (Survey123, Kobo, etc.)
